Base31 Community Association Act, 2026

- Creates a special Act corporation for Base31 Community Association, governing a mixed-use community in Prince Edward County
- Makes every owner of Base31 land an automatic member bound by the Association's by-laws
- Lets the Association register liens on members' land for unpaid fees, enforceable like a mortgage
- Requires the Association to maintain reserve funds for major repair and replacement of shared assets
- Requires status certificates disclosing fees, finances and voting rights before land sales close
- Allows members, directors or others to seek court relief if treated oppressively by the Association
- Sets municipal by-laws, agreements and the Planning Act to prevail over Association by-laws in conflicts
