Protect Ontario by Securing Affordable Energy for Generations Act, 2025
Sponsored by Lecce, Hon. Stephen · Royal Assent received. Statutes of Ontario 2025, chapter 22
- Amends three energy-related statutes to add economic growth as a policy objective, adjust electricity payment and connection rules, ease municipal utility franchise procedures, and update Ontario Energy Board powers and procurement rules.
- Adds economic growth and hydrogen market development as new purposes of the Act
- Expands Independent Electricity System Operator's objects to support economic growth
- Allows certain generator, Financial Corporation and distributor payments to come from legislature-appropriated funds instead of market adjustments
- New section bars transmitters or distributors from connecting or reconnecting certain load facilities unless regulatory requirements are met
- Removes requirement for municipal electors to approve by-laws granting public utility rights or occupation of highways
- Municipality now simply passes a by-law setting terms and conditions instead
- Expands Ontario Energy Board's authority to also cover construction, extension or addition of gas distribution works, not just renewal
