- Creates the Foodbelt Protection Plan Advisory Committee with members appointed within 60 days of Royal Assent
- Committee members drawn from farmers, agricultural experts, soil scientists, planners and food/agricultural organizations
- Committee will recommend a Foodbelt Protection Plan to preserve a continuous agricultural land base and reduce land speculation
- Committee must consult broadly with the agricultural community and publish its report within 12 months of Royal Assent
- Minister of Agriculture must report to the Assembly within 60 days of receiving the Committee's report
- Amends the Planning Act to block rezoning or use changes on designated agricultural land without an Agricultural Impact Assessment
- This assessment requirement applies to both municipal zoning by-laws and Minister's Zoning Orders
