- A wide-ranging justice and public-safety bill that changes adoption rules, policing oversight, sex offender registry rules, human trafficking debt protections, and several other Acts.
- It creates two new laws (on restraining orders from other provinces and on pill presses/precursors) and amends 14 existing Acts covering policing, licensing, and victim protections.

- Allows licensees to bring foreign children into Ontario for adoption under a new licence term.
- Director may refuse such a licence term if contrary to the public interest.
- Allows locking a young person in a room in secure custody under prescribed rules.
- Applies the Act to anyone subject to an order/obligation under the federal Sex Offender Information Registration Act.
- Reporting duties last as long as the person is a sex offender under federal law.
